CCWD, a Bhubaneswar based non-govt. organization (NGO) dedicated to the cause of all round development of weaker sections of the society. CCWD came in to existence in the year 1993-94, and was registered under the society Registration Act. 1860. A team of young professional spirited social workers committed to work for the poor and marginalized section of the society. CCWD is also convener organization of a network called Forum Against child exploitation (FACE) which is doing advocacy in 22 district of Odisha on child rights. CCWD has so far made several milestones in the development sector working with children and women. Presently CCWD is working in the districts directly like Khordha, Gajapati,  Kandhamal , Cuttack and Ganjam. As Child protection and education is CCWD’s priority area, we have already mainstreamed more than 20000 vulnerable children into mainstream education which includes the children like School drop outs, Child labour, waste pickers, never enrolled children, Domestic child labour, orphans, differently abled children, tribal girl children, children victimized by trafficking, early marriages and children of unorganized workers in urban poor communities. Addressing the Unorganized workers we have provided rights and justice to 12445 unorganized workers in last 5 years. Similarly under the rural development program CCWD has reached to 50000 farmers in last three years and increased their income level.

 3.1Working towards unorganized workers right and justice 

CCWD has been working with the families of the vulnerable children those who are engaged in unorganized sector for promoting decent work, decent wage, labour laws, climate resilient houses and social security since 2014 in Bhubaneswar city along with Gajapati district of Odisha. CCWD continuously advocating proper social security for unorganized workers in Bhubaneswar city and also doing regular dialogue with BMC officers to sanction small loan and social security schemes to the workers like rag pickers, domestic workers and construction workers etc. CCWD also organized public hearing in this aspects and media campaign on these issues. In future CCWD will campaign for strengthening of welfare board and registration of unorganized workers. CCWD has facilitated to registered more than 3500 names of the construction workers under Odisha Building and Other Construction Workers Welfare Board (OB&OCWWB) and also facilitated to get benefits amounting Rupees 35lakhs for the workers.

 

 3.2 Rural Development Program: 

Under the rural development programs Centre for Child and Women Development (CCWD) Odisha, emphasized to enhance nutritional as well as economic security by encouraging farmers to grow the pulses and explore more benefits of this crop as well as promoting climate resilient seeds, technology and grains in the past years, Center for Child and Women Development (CCWD) is a non-profit organization based at Bhubaneswar, Odisha. The ideology of CCWD is to make changes in the lifeline of needy underprivileged vulnerable sections of society. CCWD has a strong focus in Southern and Western Tribal pockets of Odisha. The core area of the organization is livelihood enhancement through on-farm and off-farm activities.

From the health status point of view, the tribal people especially Children and women members are facing deficiency of Iron and Protein in their daily diet for which their body is lacking a systemic development. Now-a-days Iron deficiency is overcome due to most of the govt. Programs like intake of Iron Folic Acid (IFA) by the adolescent girls and women. Still Protein deficiency is alarming in the present context. Considering above critical situation, CCWD has implemented the Odisha Pulses Mission Project with a broader objective to Enhance pulse production for nutritional security of families and strengthening pulse-based sustainable and improved agriculture production system of farmers in Odisha.  CCWD has been involved in implementation of different projects titled as “Project on Pulses”, and “Arhar mini kit program”. Under  the program “Incentivizing Non-paddy Crops and System Intensification with Kharif Pulses through Improved  Production, Aggregation, Value addition and Marketing of Arhar in Odisha”,  CCWD has been promoting feasible field oriented interventions on kharif Arhar cultivation and developing value chain to help the farmers in getting access to quality seed materials, improved package of practices, better technology and market linkages so that the beneficiary  will be able to earn good amount of livelihood for his/her family.  CCWD has targeted more than 50000 farmers   covering 20000 HA land in, Gajapati and Ganjam. Targeted farmers whose food security is always in low condition. Our organization CCWD has promoted Arhar, lentil, grass pea, chickpea, mung bean, black gram, Green gram to help them to adapt to climate change, adopting new technology, seed preservation and improve nutrition.    

  1. Journey so far:

    4.1 Education to slum and tribal children (3-6) year and (7-14) year during (1996-2002)  

  • 750 children mainstreamed into formal education from Bhubaneswar slums and rural area

  • 2000 tribal children mainstreamed in to formal education in Mohana Block of Gajapati district.

    4.2Campaign against Child Domestic Workers (2003-2008)  

  • 224 No. Child Domestic Workers were rescued and rehabilitated in 15 slums of Bhubaneswar.

  • The campaign impacted on the amendment of the Child labour (prohibition and regulation) Act 1986 which banned employment of child domestic workers in 2006

  • Campaign impacted for enactment of Right to education Act in 2009.

  • A legislators’ Forum was created to raise questions/issues on child labour and education in the assembly sessions in the year 2005.

  • The Trade Union leaders were organized to raise issues of child labour and broadening the scope of CLPRA to include Child Domestic Workers                 

Campaign on strengthening Govt. Schools (2006-2008)

Model Schools were created in 8 No. districts such as Ganjam, Boudh, Kandhamal, Bolangir, Sonepur, Sambalpur, Sundergarh & Mayurbhanj of Orissa through the Network of Forum against Child Exploitation (FACE) 

4.4Youth & Child Citizenship Governance in urban poor community ofBhubaneswar Municipal Corporation (20010-2016)   Jalachhatra Inaugurated           

YFC, Centre for Child and Women Development (CCWD) in collaboration with Bhubaneswar Municipal Corporation (BMC) opening Jalachhatra in Ward no 14 at Biswaswar slum to serve water to the pedestrians during summer is a continues program .  Sj. Ananta Narayan Jena, Mayer of Bhubaneswar inaugurated the Jalchhatra. He gave a clarion call that “helping attitude is highly necessary for every people”. Among others Corporator Sj. Guru Charan Sahu, Sj. Premannda Jena and Sj. Debasis Mohant, Secretary of BMC joined as guest of honor.       

  Consultation with Media on Urban Governance Half-a-day media consultation was organised at Red Cross Bhawan to promote good Governance for the betterment of urban slum people focusing on youth citizenship and leadership among youths. The youths highlighted different issues related to drainage, toilet, road communication, Street Lighting, AWC, lack of employment opportunity and sanitation etc. On this Occasion Journalist Sh. Surendra Patra from  Nava Bharat, Sh. Haraprasd Dash, Pragativadi, Bighenaswar Sahu, Samachar Bispot focused on the Role of Media   on Urban Governance in the context of Urban Slums.   

Major Highlights of the Activities Implemented During 2014-15

  • Baseline information with regard to the basic need of individual slums (10 nos.) for better living has been collected and compiled

  • Issues related to livelihood, water and sanitation, drainage, waste management, old age pension, pension for persons with disability, availability of electricity, status of AWCs, medical facilities, street light, BPL Card, Adhar Card, availability of individual and community latrine, availability of Community Hall, Health Card, schools run by private organization, NGOs in the slums, routine immunization etc. have been identified

  • Slum-wise and activity-wise micro plan has been prepared

  • For each activity a team of person responsible has been assigned the responsibility and accordingly action plan with time frame has been chalked out

  • 1385 out of 2375 households have been identified having low cost Toilet

  • 10 nos Slum Development committees have been formed and strengthened having 143 members including 55 women member.

  • 485 youths presently availing training on Tailoring, Mobile repairing, Soft Toy making, Beautician, Auto Driving & vehicle repairing under the Scheme of Swarna Jayanti Sahari Rozgar Yojana which includes 182 males and 303 females

  • 357 youths including 148 males & 209 females have been identified as excluded from among SC, ST, OBC & Minority and linked with government welfare schemes.

  • 419 Health Cards have been issued including 220 males and 199 females

  • 125 nos. community level child protection committees(CPC) have been formedand strengthened those who are working for the protection of the children.

4.5 NCLP Schools (2007-2013) continuing

  • 100 working children reading in 2 No. NCLP schools; one rural area of Bhubaneswar

  • Block and the other one in Bhubaneswar Municipal Corporation area.

  • 115  No. children enrolled in formal schools

4.6 Global Campaign for Education (2007)

  • Coordinated the Orissa chapter of the Global Campaign for Education in Sambalpur, Jharsuguda, Dhenkanal, Anugul, Cuttack, khurda and Ganjam.

  • Promotion of Tribal Girl Child Education (2010-2017) continuing.

  •  2150 tribal girl children are studying in 60 No. of learning centers in Mohana Block of Gajapati district. During the period More than 2000 tribal girls are mainstreamed in formal schools.

  • 1650 tribal girls children are reading in 50 learning centers in 50 villages of Daringibadi Block of Kandhamal district to promote girl’s education for 6 to 14year

 5.Promotion of Youth &child citizenship and child centric Bhubaneswar city

More than 200 child leaders as well as child media volunteers are being promoted in urban poor community of Bhubaneswar those who are campaign for the promotion of Child friendly smart city. Regularly child leaders are in touch with different authorities to bring their notice regarding violation of children’s right. Child leaders are also accessing Child protection committee(CPC) members, Child well committee(CWC), ChildLine as well as JJB members to protect and restore children’s right.

  6.CHILDLINE PROGRAME:   Child protection is a core activity of the organisation. ChildLine program has introduced in Mohana Block of Gajapati district in the year 2015.More than 750 Children in need of care and protection (CNCP) are being addressed.

  1. 7. Promoting unorganised workers’ rights from 2013

  CCWD is working with the unorganised workers focusing construction workers and domestic workers for their rights, entitlements. We have already linked 3500 unorganised workers in government schemes and 350 ungraded workers have upgraded their skills.

   8  Entrepreneurship and livelihood support :                      

  The intervention  aims  to improve the quality of life  of poor  tribal  households  of Gajapati  and  slum dwellers of Bhubaneswar  through  entrepreneurship  development  and  livelihood  support.  Reaches– 200 household under Mohana block of Gajapati district and 68 slum dwellers  Activities

  • Building the capacity of marginalized groups as individuals and grassroots institutions.

  • Enhance the access to government schemes and programe and

  • increased the productivity in environmentally, Sustainable and socially equitable   ways.

  • Encourage and facilitate off form  entrepreneurship development focused  as the needs of poor  household

  • Build the indigenous knowledge  and value  of tribal and blend these with technological innovations  to ensure  a speedier space  of development

  • Provide financial support o the urban vendors and link with financial institutions for  sustainable livelihood

  • Develop women SHGs  and  convergence  of women entrepreneurship with government programe through  Chatua Production and ensure quality of SNP

  • Processing and value addition to the available  NTFP items in Gajapati District

  • Establish  of face mask production and distribution unit  in urban slums through women SHGs

  • Provide gotery   to women SHGs.

  • We have conducted training   programe and financial literacy , group  management , financial  management, leadership  skills ,  micro- enterprise  promotion and  skill building of the poor

  • Promoting  producers group  of pulses farmers  to provide  technology  quality seeds and inputs  for better production and  utilization  of non- productive lands

  Tigiria Block,Cuttack, Orissa

  • Sustained nutrition supplement for 10,000 pre-school children in 85 no. AWC is ensured by installing a ready to eat food processing unit by the collaboration with district administration and Women SHG federation. Technical input as well as training, instalment cost as well as seed money was provided to the group and the organization.

    Child friendly AWC:

About 2550 children in 21 no of Primary & Upper primary schools are provided with Education kits.

  • Building of 9 no. of AWCs and 8 no. of schools repaired in 21 villages to make it safer.

  • Child friendly materials available in 18 no of primary schools and 15 no. of AWCs.

  • Total 63 no. teachers and Anganwadi workers are trained and able to create child friendly spaces and child friendly learning environment in schools and AWCs.

  • Training of 21 children groups on risks of migration and trafficking covering 53 no. of children.

  • 115 no.  SHG smembers trained and started ventures (65 on mushroom cultivation & 50 in Candle making) to improve their livelihood skills.

  • 21 no. school safety & disaster preparedness plan are prepared and   considered into the Panchayat level action plans.

  • 215 no. Children trained on the skill of First Aid and Search & Rescue Technique in 21 villages.

  • Awareness building to 78 farmers on crop insurance (As a result 278 farmers insured their crops).

  • In 2011 flood, 1000 flood affected families were provided cash for work for 50 days at the rate of Rs.125/- per day as livelihood support.

  • In 2011 flood, 500 flood affected family were provided agricultural seeds.

  • In 2011 flood, 500 flood affected family were provided agricultural equipment.

  • In 2011 flood, 2000 flood affected family were provided kitchen garden seeds.

  Providing Healthy environment to children of Waste workers in Bhubaneswar  City in the year 2013 to 2015  

  • 750 waste picker children mainstreamed in formal schools.

  • One learning center was constructed for waste worker children

  • One ICDS center was converted in child friendly model

  • Promotion of healthy and hygienic practices among the children

  • 700 waste collectors were provided safety equipment.

  • 250 waste were trained to develop third skill for better livelihood

    Sanitation and Mid-Day Meal: Year 2015

In order to ensure to better health & nutritional status of school children by reducing incidence of child hood illness like diarrhea and other water borne infection, the “Sanitation and Mid-day meal project” has been initiated by “ Save the children” in Association with the School and Mass Education Dept. Govt. of odisha and CCWD in 25 Schools of Bhubaneswar Slum.  

The intervention approach included-:

  • Sustainable, safe water supply points hand washing station, proper drainage lines and improved discrete sanitation facilities for boys & adolescent girls.

  • Ensuring Nutrition & hygienic in the mid-day Meal program.

  • Promoting Kitchen garden reusing the solid waste and waste water.

  • Implementation ICE strategies and capacity building of teachers & students, focusing on key hygiene behaviors for schoolchildren and promoting participation of the school children in delivering the change.

  • Building children as “change agent” to make outreach to families and the community at large

Achievements:

  • Promoting 25no. Kitchen Gardens to Reuse Waste Water

  • Providing Running water facilities to 10 the existing toilets

  • Slogan writing & Wall painting in 25 schools

  • Demonstrate on Hand washing practices in 25 school.

    4.9Stronger Voice to Excluded Children in Government & NGO Policies and Programmes (2009-2013) 4.9.1 Proposed Target

 Community Groups: The slum dwellers in Bhubaneswar, Orissa are the migrants consisting of landless labourers and marginalized families from the various districts of Orissa along with sizeable population from neighboring states like Andhra Pradesh and West Bengal. They live in small houses with inadequate sanitation and other basic facilities. (Children submitting memorandumto labour commissioner) On the other hand, the proposed villages adjoining to the capital city Bhubaneswar have majority of families comprising of landless labourers and daily wage earners. There are children who are engaged as child labour, most of them work as child domestic workers, work in brick kilns, engaged in begging and do help in household chores. As a whole, the elites of urban as a whole, school teachers, ICDS and other vocational institutions functionaries’ attitude towards these children debar them from their rights.

The project addressed the exclusion issues affecting targeted children i.e., child domestic workers, child labour engaged in different chores and would ensure their voices heard in NGO and Govt. policies and program. It would also try to link the families of the child labour through ongoing poverty alleviation schemes/ program of government. The project is covering 3000 children (Boys: 1750 and Girls: 1250)   

  5.0 Outcomes:

  • 60 Child protection Committees(CPC) formed and strengthened in the project villages/ slums.

  • 60 Children’s groups formed and strengthened.

  • Formation of one network of media at district level.

  • A framework in place for measuring the scale of exclusion at different levels.

  • Enhanced understanding and support by civil society and policy makers on issues pertaining to the rights and needs of excluded children.

  • Key structures of governance are in place and they recognize and invite representation of excluded children.

  • Media highlighting issues of socially excluded children.

  • 491 child labour (boy-276,girl-215) rescued from work and mainstreamed.

  • Caste discrimination stopped  in schools in project villages

  • MDM is school is given properly

  • Teachers in school became regular

  • Different teachers for different subject lacking

  • Corporal punishment stopped in targeted schools

  • Equal Preferences are given to good students and weak students

  • Discrimination is not being done between boys and girls

  • Using of mobile in between class hours by teachers

  • No proper play ground facility and lack of indoor games

Awareness generation initiatives related to targeted children, families and communities to combat social exclusion:

A major part of this project focuses on awareness generation and sensitization of children, their families and communities around the issue of social exclusion which they out of ignorance or knowingly practicing since years. The awareness generation initiatives had a wide range of activities covered under this including:

  • Discussion with communities on popular medium of communication and finalizing medium of communication.

  • Orientation of street theatre groups including children from excluded community of major issues related to child rights and exclusion. 42 children including nine from the excluded section participated in the street theatre.

  • Performance of street theatre groups in different project locations covering a population of 7620 including 1520 community members from excluded sections.

  • Observation of Children’s Day, UNCRC week on a massive scale with events like human chain in the capital, press meet with children, rally and memorandum submission by children etc.

  • Formation and strengthening of Child Protection Committees (CPCs) at village level and regular sharing of information with them, workout quarterly action plan by CPC groups related to their role and responsibility for ensuring child rights especially protection issues in their locality. There are 30 CPCs, one in each village/ slum in the project with a total participation of 412 members including members from the excluded community as well as women.

Organize training workshops on ‘child rights focusing on exclusion’ at District level for duty bearers (VEC, CPC, health care providers, teachers, ICDS functionaries and PRI members)

These trainings organized in two phases has covered 42 duty bearers at district level with a participation of 269 children, immensely supported in building awareness around the issue of social exclusion of children and also brought in support in the form of raised concerns and service delivery to these sections in the community.  

Labour secretary in State level children’s interface

  • Formation and Consolidation of children groups by involving excluded children: Compounding on Right to Association and Right to Participation as per UNCRC, the formation and consolidation of Children Groups has been done in all the 30 villages/ slums in the project area. These 30 Children Clubs include 1862 no of children including 829 girls and 325 children from excluded community. This has provided them a platform to be one among all, express their views and concerns, discuss others’ issues, play and share their feelings. They are also being oriented on UNCRC, issues related to exclusion and taking initiatives to end this discriminatory practice in their locality. Together they are coming up as Children groups at Panchayat and Block level with participation of representatives from village level groups.

 

  1. Identification and capacity building of community members amongst socially excluded sections to facilitate awareness and access to various governmental schemes:Socially excluded sections in the community are more worried about bread and butter at the dawn of the day than think of any other rights. This silent ignorance has compounded their access to basic rights and entitlements and held them vulnerable to social exclusion process for years. Through these awareness building activities among the socially excluded groups, this year long silence was expected to be evoked and broken. They came to know about the various government schemes and programs meant for them and the way to access them as well. The related Govt. schemes and programs were translated in to local Oriya language developed in to a booklet and disseminated among these groups for further reference

          Facilitate interaction between children’s organizations and structures of local governance and duty bearers at block, district and state level and form task force:

Children do understand their environment and are capable enough of taking decisions and putting forth their views. This has been proved in the children’s interface with duty bearers organized at block, district and state level. Children enthusiastically participated in these interfaces and discussed their concerns with the duty bearers thus sensitizing the duty bearers about local issues and mobilizing them to do their part in resolving the issues for making the environment child friendly, exclusion free and ensuring child rights in their respective service areas.

  • In the district level children’s interface, 132 no of children including participated and interacted with duty bearers such as 15 ICDS workers, 32 CPC members, 8 PRI representatives, 15 SHG members, Joint Labour Commissioner, teachers, CWC members etc.

  • In the state level children’s interface, 17 no of children including 8 no. of children from excluded community from the project area participated and interacted with duty bearers such as  Commissioner Cum Secretary – Labour & Employment, Representative – NRHM, State Tribal Education Coordinator, Deputy Chief Whip – Govt. of Orissa, Civil Society representatives from Unicef, CARE, Advisor Supreme Court- Right to food campaign, Media representatives from lead media like Door Darshan, Times of Indian, Sambad (Oriya daily) etc.

  1. Awareness generation of media persons leading to formation of a network/core group of sensitized media persons by championing the cause of socially excluded children:

Media has been playing a vital role in bringing changes in the society, be it print, electronic or any other form of folk media. With specific focus on electronic and print media, the project has tried to sensitize media around the issue of social exclusion Affecting child rights and lives of millions of children, district and state level media workshops have been conducted. A district level network of media has been facilitated in this process. The state level media workshop and a follow up workshop of the same has witnessed more sensitized media views on the issue but a concrete network is yet to take shape. Media visit consisting of one state level media representative and two members of district network was facilitated where they have captured the stories of social exclusion – issues and challenges and the success stories as well. These are to be published in the mainstream media on a regular basis to generate larger awareness and build sensitization among the common civilians as well as policy makers on the issue.  

  • Train children to generate IEC material, for dissemination through electronic and print media:

32 no of child media volunteers have been identified in the project area. They were trained on the reporting and digital documentation skills, taken for practical training and are now in the process of capturing stories of social exclusion in their locality. Likewise children in the project area have been trained on developing IEC materials on social exclusion and child rights issues and they are in the process of developing IEC materials to be disseminated through electronic and print media.

  • Awareness 20GPs of Mohana Block of Gajapati district to prevent trafficking of girl children and violence against women

  Mohana Block in Gajapati district is one of the tribal predominant district and vulnerable for migration and trafficking. The district also affected by the Left Wing Extremist. Awareness generation program have been organized in 20 Gram Panchayats to stop trafficking especially trafficking of girl child.

  1. Media campaign

Regular media feeding and advocacy resulting in increased coverage and media publicity with regard to development issues addressed by CCWD have been one of the major strategies to highlight the plight of children and women in Odisha.             

 Bharat Yatra: CCWD has been associated with Bachpan Bacho Andolan since long which was leading by the Nobel Laureate Kailash Satyari. CCWD also actively involved in recent Bharat Yatra by Sri Satyarthi for Surakshit Bachpan and surkshit Bharat and also followed by the seminar on development discourse in Odisha is association with Satyarti Foundation.
